The fund was founded in 2014. Its chief aim is to facilitate the country's long-term development and its integration into global processes through revealing and expanding public innovative potential.

Thousands of participants will be engaged in the project to work in five major directions in 12 self-governing towns.

Every person willing to participate will be given a chance to do so in order to draw up strategic plans for development and betterment of healthcare, education, law enforcement, economics and national services in their towns and regions; they will be responsible for implementing the plans as well.
