The article by Mariam Tarasashvili, a PhD candidate at the Caucasus University School of Governance, was featured in the scientific journal of Tallinn University "East-West Studies."

The current issue also includes contributions from representatives of Harvard University, Yale University, and Tampere University.

Mariam Tarasashvili's article, titled "New Era of Uncertainties: How U.S. Foreign Aid Works in Times of War," explores the challenges of foreign aid during wartime, using the example of the USA and Ukraine in 2022-2023.

The article discusses the damaging effects of Russia's full-scale military aggression on Ukraine and Europe's critical resources, infrastructure, and democratic peacekeeping processes. It presents the role of foreign aid as an instrument in the restoration of peace and democracy. The article highlights, and data confirms, that Ukraine has become the first European country since World War II to receive the largest volume of US aid in the world.

The author suggests that US aid to Ukraine is aimed at countering authoritarian influences in the region and upholding democratic principles. However, the article also shows that aid delivery is influenced by the recipient's commitment to liberal values, including the promotion of peace, the pursuit of a strong economy, and the development of democracy.

"East-West Studies" is a peer-reviewed social science journal of the School of Governance, Law and Society, Tallinn University. Established in 2007, it has been published annually since its inception.
