“Horizontal Intergovernmental Coordination at Local and Regional Levels: Evidence from Europe and Beyond” — edited by Nathalie Behnke (Institut für Politikwissenschaft, TU Darmstadt, Germany) and Bettina Petersohn (Department of Politics, Swansea University, UK) is already announced.

The volume brings together 20 leading scholars from across Europe who analyze horizontal coordination challenges and innovations. Among the contributors is Prof. Eka Akobia, Dean of the Caucasus School of Governance, who authored the chapter titled “Georgia: Progresses in Horizontal Coordination Along the EU Accession Path.”

This research was conducted in 2023-2024 as part of the COST Action IGCOORD, underscoring the importance of pan-European academic collaboration and sharing the insights into patterns of horizontal coordination across the continent. Via a comparative approach, this open access volume provides a unifying perspective and a shared conceptual tool-kit for analyzing the nature, intricacies and possibilities of horizontal coordination at local and regional level in Europe.

The book - comprising 475 pages - is scheduled for publication and open access for September 1, 2025.
