Giorgi Bobghiashvili is an Invited Lecturer at the Caucasus School of Governance, Caucasus University, where since 2022 he has taught theoretical and practical courses on policy planning to graduate (MA) and undergraduate (BA) students of the public administration program. Since 2021 he has also lectured at Ilia State University.
Currently, as an international consultant with UNDP, he advises the governments of various countries on Public Administration Reform (PAR) and supports reform design and institutional strengthening.
Giorgi has more than thirteen years of professional experience in the field of governance. As part of Georgia's European integration process, in his role as Head of the Policy Planning Unit at the Government Administration, he led the establishment of the country's centralized policy planning and coordination system in line with the principles of the EU and OECD/SIGMA. He has also worked in other public institutions and international organizations.
He holds a master’s degree in public administration (with honors) from Ilia State University and a master’s degree in European studies (with honors) from Comenius University; during his master's studies, he completed an Erasmus exchange programme at the University of Groningen.
His research interests cover policy planning and coordination, public administration reform, institutional and functional analysis and restructuring, e-governance, and service delivery. Notably, he co-chaired the policy planning and coordination panel at the annual NISPAcee conference.
