BIOGRAPHY

Shorena Kakhidze is an Affiliate Professor of the Public Administration Program at the Caucasus School of Governance, Caucasus University.

 

She has extensive academic experience and has been lecturing since 2001 at various higher educational institutions in Georgia in the fields of Public Financial Management, Budgeting, and Evidence-Based Policy-Making. Since 2013, she has been teaching at Caucasus University, and from 2016 to 2020, she served as Co-Head of the Master’s Program in Public Administration.

 

Shorena Kakhidze is also a trainer for the Parliament of Georgia and the Academy of the Ministry of Finance of Georgia. Over the years, she has worked as a trainer in Public Financial Management and Budgeting for a number of international and local organizations, including the Environmental Information and Education Centre of Georgia, Kant Academy, the Civil Society Institute (CSI), the National Association of Local Authorities of Georgia (NALAG), UNDP, GIZ, EPRC, EECMD, PMCG, UN Women, Civic Idea, and GEPRA. She is the author of several teaching manuals, methodological materials, and scientific publications related to Public Financial Management and Budgeting.

 

Professor Kakhidze also has extensive professional experience in the public sector. From 2001 to 2003, she worked at the State Procurement Agency of Georgia. Between 2004 and 2007, she served as Head of the Accounting and Reporting division at the Ministry of Refugees and Accommodation of Georgia. Since 2007, she has been working at the Parliamentary Budget Office of Georgia, where she served for eight years as Head of the Office and currently holds the position of Head of the Cost Estimates and Legislative Support Division. From 2022 to 2024, she simultaneously served as a Resident Twinning Advisor (RTA) Partner and member of the Steering Committee within a Public Administration Twinning Project. In recognition of her exemplary public service, she was awarded a one-time monetary award by the Chairman of the Parliament of Georgia.

 

Professor Kakhidze has completed numerous professional training programs and courses in Public Financial Management, Budgeting, Taxation, and Evidence-Based Policy-Making, both in Georgia and abroad. Her international professional development includes programs conducted at the United States Congress, the Parliament of the Netherlands, the Ministry of Finance of Poland, the German Academy of Public Financial Management, the Joint Vienna Institute (JVI), the Center of Excellence in Finance (CEF) in Slovenia, Leiden Law School, and the National Academy for Economics and Finance of the Ministry of Finance of the Netherlands. She is also a graduate of the NDI Future Women Leaders Program.

 

Shorena Kakhidze earned her Ph.D. in Business Administration in 2009, a Master’s Degree in Economics in 2003, and a Bachelor’s Degree in Economics with a qualification in Management in 2001 from Ivane Javakhishvili Tbilisi State University.

 

During her academic studies, she was awarded the Presidential Scholarship of Georgia, became a recipient of the Mitsubishi Corporation International Scholarship, and was a multiple winner of student scientific conferences.
