NISPAcee Journal of Public Administration and Policy (Scopus Q3) has published an article titled “Western Sanctions Evasion through Third Countries: The Case of Sanctioned Cars Re-export to Russia” co-authored by Vakhtang Partsvaniya, Professor of Management, and Erekle Pirveli, Professor of Accounting and Finance.
The article explores the role of third countries in circumventing Western sanctions on Russia following the 2022 invasion of Ukraine. Using international trade data and econometric tools, the study shows how secondary sanctions reduced direct trade flows while triggering a redirection of sanctioned goods through neighboring countries. The findings provide key insights into the challenges of sanctions enforcement, the persistence of indirect trade channels, and the strategic risks for countries like Georgia, particularly regarding their EU alignment and exposure to secondary sanctions.
