Educational Policy Part II // Research Master

As part of the higher education system reform, the master's program has transitioned to a "1+1" model, which will be implemented starting from the 2026–2027 academic year.

Program Description:

 

The Master's Programme in Educational Policy consists of two parts. The mission of the programme is to prepare highly qualified educational policy professionals who will contribute to the development of high-quality education policies at all levels and across all sectors of the education system, thereby supporting the country's development in response to both local and global challenges and emerging trends.

 

The objectives of Part II of the Master's Programme in Educational Policy are to:

 

  1. Develop an understanding of the nature and significance of educational policy by providing students with a comprehensive knowledge of the fundamental principles, historical development, and contextual relevance of educational policy.
  2. Develop competencies in educational policy analysis and critical evaluation by equipping students with appropriate methodologies and analytical tools that enable them to critically assess educational policy processes and identify effective approaches to addressing challenges within the field.
  3. Develop skills in policy design and effective communication by enabling students to formulate educational policy issues clearly, communicate them effectively, and facilitate stakeholder engagement throughout the policy development and implementation process.
  4. Enhance the quality of educational policy by equipping graduates with the knowledge and practical skills necessary to contribute to the improvement of educational policy, strengthen its role, and support the country's development.
  5. Promote professional development and the creation of new knowledge by encouraging students to pursue continuous professional growth, explore innovative approaches, and actively contribute to the generation of new knowledge in the field of educational policy.

Employment Opportunities:

 

In addition to the employment opportunities described above, graduates of Part II of the Master's Programme in Educational Policy will be qualified for employment in research institutes, policy and analytical think tanks, research units of higher education institutions, and international organisations, particularly in structural units responsible for educational policy research, monitoring, and evaluation.

 

The Master's Programme in Educational Policy consists of two parts. Part II comprises 60 ECTS credits. Each semester consists of 30 ECTS credits, and the academic year is organised on a semester basis.

 

The programme places significant emphasis on the development of both research and practical skills. Students are supported in the preparation of their Master's thesis through both the courses included in the Research Methods Block and the elective courses offered within the Compulsory-Elective Course Block.

 

Practical skills are developed through the Professional Practice and Practice-Based Research course, as well as through individual courses across the curriculum, including research courses and the process of preparing the Master's thesis.

 

The distribution of credits within Part II of the Master's Programme in Educational Policy is as follows:

 

Part II:

 

  1. Compulsory Course Block – Educational Policy and Analysis – 10 ECTS credits;
  2. Compulsory Course Block – Change Management – 5 ECTS credits;
  3. Compulsory-Elective Course Block – 10 ECTS credits;
  4. Research Methods Block (Compulsory/Elective) – 5 ECTS credits;
  5. Master's Thesis – 30 ECTS credits.

Completion of Part I of the programme is a prerequisite for admission to Part II.

 

Upon successful completion of Part I, a student is entitled to continue their studies in Part II of the programme (60 ECTS credits) without taking the national Master's admission examination, provided that no more than five years have elapsed since their enrolment in Part I.

 

If more than five years have elapsed, the applicant is required to pass the national Master's admission examination in order to enrol in Part II of the programme (60 ECTS credits).

 

Applicants who have completed Part I (60 ECTS credits) of the same 120-ECTS Master's programme at another higher education institution are also required to pass the national Master's admission examination in order to enrol in Part II of this programme.

 

Applicants are also required to:

 

  • demonstrate English language proficiency at B2 level;
  • successfully pass the University's internal admission examination (interview).

 

Documents To Be Sumbitted

 

  • The notarized copies of a diploma, a transcript, or a certificate indicating the date and order number of the degree conferral;
  • A copy of the ID document;
  • NAEC card;
  • 2 passport-sized photos (also recorded on a CD);
  • A copy of the military registration card (for male applicants);
  • CV / Resume;
  • Motivation letter (no less than 400 words and no more than 600 words);
  • A letter of recommendation;
  • An online registration form.

 

Application Deadlines

  • Deadline for completing online registration: September 2, 2026;
  • Deadline for submitting documents: September 4, 18:00, 2026;
  • English language exam (if applicable) / Exam for CU grant: September 8, 2026;
  • Interview with selected candidates: September 10, 2026.

 

Terms of Payment:


The tuition fee is paid per semester according to the number of credits taken.
