Educational Policy Part I // Master of Educational Policy

As part of the higher education system reform, the master's program has transitioned to a "1+1" model, which will be implemented starting from the 2026–2027 academic year.

Qualification Awarded: Master of Education Policy.

 

Program Description:

 

The Master's Programme in Educational Policy consists of two parts. Its mission is to prepare highly qualified educational policy professionals who will contribute to the development of high-quality education policies at all levels and across all sectors of the education system, thereby supporting the country's development in response to both local and global challenges and emerging trends.

 

The objectives of Part I of the Master's Programme in Educational Policy are to:

 

  1. Develop an understanding of the nature and significance of educational policy by providing students with a comprehensive knowledge of the fundamental principles, historical development, and contextual relevance of educational policy.
  2. Develop competencies in educational policy analysis and critical evaluation by equipping students with appropriate methodologies and analytical tools that enable them to critically assess educational policy processes and identify effective approaches to addressing challenges within the field.
  3. Develop skills in policy design and effective communication by enabling students to formulate educational policy issues clearly, communicate them effectively, and facilitate stakeholder engagement throughout the policy development and implementation process.

Employment Opportunities:

 

Graduates of Part I of the Master's Programme in Educational Policy will be eligible for employment in the public sector, at both the central and local government levels, in institutions and structural units responsible for the planning, implementation, and evaluation of education and public policy. They will also have employment opportunities in educational institutions, as well as in private, non-governmental, and international organizations operating in the field of education.

The Master's Programme in Educational Policy consists of two parts. Part I comprises 60 ECTS credits. Each semester consists of 30 ECTS credits, and the academic year is organised on a semester basis.

 

Reflecting the nature and contemporary role of educational policy, the programme places particular emphasis on courses focusing on policy analysis and its application within social, cultural, economic, and political contexts. A total of 35 ECTS credits in Part I are allocated to the Educational Policy and Analysis component through compulsory courses.

 

The distribution of credits within the Master's Programme in Educational Policy is as follows:

 

Part I:

 

  1. Compulsory Course Block – Educational Policy and Analysis – 35 ECTS credits;
  2. Compulsory Course Block – Change Management – 15 ECTS credits;
  3. Practice and Research Block (Compulsory/Elective) – 10 ECTS credits (including 5 ECTS credits of elective courses).

The admission requirements for the Master's Program in Education Leadership and Management are as follows:

 

  • A Bachelor's degree
  • The Unified Master's Exam
  • An internal university exam specific to the program at the Caucasus Education School, which includes an assessment of English comprehension and writing skills at the B2 level1
  • An interview with the admissions committee of the Caucasus School of Education2

 

1 An applicant may be exempt from this admissions requirement if they meet the following criteria: (a) they present a certificate demonstrating English proficiency at the B2 level (TOEFL, IELTS, CAE, TOEIC, FCF (Grades A and B), CPE, etc. provided its validity is confirmed). If a transcript provided confirms English proficiency at the B2 level or if an applicant has completed a Bachelor's or Master's program taught in English they will be exempt from submitting an English language certificate as well as from taking the internal university exam.

 

2 After the document verification process, applicants will have an interview with the admissions committee at the Caucasus School of Education. The committee will evaluate candidates based on the following criteria:

 

  • Motivation to develop competencies in education policy analysis;
  • Analytical thinking, logical reasoning, and communication skills;
  • Reflection on undergraduate or other educational experiences;
  • Work experience in the field of education (preference will be given in case of equal qualifications).

 

When a student transfers to the program through mobility, the program director and the dean of the school will conduct a thorough evaluation, taking into account the previously outlined conditions. The decision will be made in accordance with the internal regulations of Caucasus University.

 

Documents To Be Sumbitted

 

  • The notarized copies of a diploma, a transcript, or a certificate indicating the date and order number of the degree conferral;
  • A copy of the ID document;
  • NAEC card;
  • 2 passport-sized photos (also recorded on a CD);
  • A copy of the military registration card (for male applicants);
  • CV / Resume;
  • Motivation letter (no less than 400 words and no more than 600 words);
  • A letter of recommendation;
  • An online registration form.

 

Application Deadlines:

 

  • Deadline for completing online registration: September 2, 2026;
  • Deadline for submitting documents: September 4, 18:00, 2026;
  • English language exam (if applicable) / Exam for CU grant: September 8, 2026;
  • Interview with selected candidates: September 10, 2026.

 

Terms of Payment:


The tuition fee is paid per semester according to the number of credits taken.
